1. Increase punishment. Many food safety regulations set too few fines. Tens of thousands of penalties are irrelevant to manufacturers, and they are in danger. After all, the penalties are too small and the benefits are great. It is suggested to modify the relevant regulations, increase the intensity of punishment, increase the risk cost of manufacturers, and make them afraid to commit again.

2. Make it public. Food processing is chaotic because it is secretive, and the public cannot see how they handle expired food. If there is an open and transparent processing procedure, the outdated food will be made public and subject to public supervision, and the situation will be better.

3. Turn waste into treasure. Instead of passive defense, it is better to actively cultivate the outdated food industry chain, turn outdated food into usable raw materials, and realize waste into treasure. Then manufacturers will not worry about causing too much economic loss.
